Mursi pins hopes on Egypt constitution vote

CAIRO (Reuters) - An assembly charged with writing Egypt's new constitution began voting on its final draft on Thursday, a process President Mohamed Mursi hopes will help to end a crisis which erupted when the Islamist gave himself sweeping new powers.

Mursi's decree last week halting court challenges to his decisions, which provoked protests and violence across the country, will lapse if Egyptians approve the new constitution.

Speedy completion of the draft would allow a referendum to be held as soon as mid-December. But Mursi's opponents have attacked it as an attempt to rush through a text they say has been hijacked by the Muslim Brotherhood and its allies.

In an interview with Time, Mursi said the majority supported his decree but added: "If we had a constitution, then all of what I have said or done last week will stop."

The president is expected to speak to the nation later on Thursday in an effort to ease the crisis, which has set off a week of protests and threatens to derail some early signs of an economic recovery after two years of turmoil.

Two people have been killed and hundreds injured in the protests since last Thursday's decree, which deepened the divide between the newly-empowered Islamists and their opponents.

Setting the stage for more tension, the Muslim Brotherhood and its Islamist allies have called for pro-Mursi rallies on Saturday. But officials from the Brotherhood's party changed the venue and said they would avoid Tahrir Square, where a sit-in by the president's opponents entered a seventh day on Thursday.

The Brotherhood, that backed Mursi for president in June elections, hopes to end the crisis by replacing the controversial decree with an entirely new constitution.

"MAY GOD BLESS US"

"May God bless us on this day," Hossam el-Gheriyani, the speaker of the constituent assembly, told members at the start of the session to vote on each of the 234 articles in the draft, which will go to Mursi for approval and then to the plebiscite.

It is a gamble based on the Islamists' belief that they can mobilize voters to win the referendum. They have won all elections held since Hosni Mubarak was toppled last year.

But critics say the bid to finish the constitution quickly could make matters worse.

The constitution is one of the main reasons the Islamists are at loggerheads with opponents who are boycotting the 100-member constitutional assembly, saying their voices were not being heard.

The assembly's legitimacy has been called into question by a series of court cases demanding its dissolution. Its standing has also suffered from the withdrawal of members including church representatives of the Christian minority and liberals.

The Brotherhood argues that approval of the constitution in a referendum would bury all arguments about both the legality of the assembly and the text it has written in the last six months.

Once the assembly backs the draft it will go to Mursi for approval, a step expected at the weekend. He must then call the referendum within 15 days. If Egyptians approve the constitution, legislative powers will pass straight from Mursi to the upper house of parliament, in line with an article in the new constitution, assembly members said.

The draft injects new Islamic references into Egypt's system of government but keeps in place an article defining "the principles of sharia" as the main source of legislation - the same phrase found in the previous constitution.

HISTORIC CHANGES

Among other historic changes to Egypt's system of government, it caps the amount of time a president can serve at two terms, or eight years. Mubarak ruled for three decades. It also introduces a measure of civilian oversight - not nearly enough for the critics - over the military establishment.

Activists highlighted other flaws such as worrying articles pertaining to the rights of women and freedom of speech.

"There are some good pro-freedoms articles, but there are also catastrophic articles like one that prevents insults. This could be used against journalists criticizing the president or state officials," said human rights activist Gamal Eid.

"We wanted Egyptians to get more freedoms and less presidential powers and were unhappy with the end result in those areas," said Edward Ghaleb, who had been sitting on the assembly as a representative of the Coptic Orthodox church.

New parliamentary elections cannot happen until the constitution is passed. Egypt has been without an elected legislature since the Islamist-dominated lower house was dissolved in June.

"The secular forces and the church and the judges are not happy with the constitution; the journalists are not happy, so I think this will increase tensions in the country," said Mustapha Kamal Al-Sayyid, a professor of political science at Cairo University. "I don't know how the referendum can be organized if the judges are upset," he added.

Egyptian elections are overseen by the judiciary.

The decree issued by Mursi worsened already tetchy relations with judges, many of whom saw it as a threat to their independence. Two courts declared a strike on Wednesday.

Mursi was unrepentant in the interview published overnight, saying 80 0r 90 percent of Egyptians backed him.

"It's not against the people, It's with the people," he said.

John Cena def. Damien Sandow (PHOTOS | WATCH)

John Cena made his highly anticipated debut on WWE Main Event, battling one of WWE?s brightest young stars, Damien Sandow. The Intellectual Savior of the Masses was presented with a simple yet huge opportunity: defeat John Cena on national television. Before the contest, Sandow addressed the WWE Universe, claiming Cena was a ?false idol.? Unfortunately for Sandow, his words only fired up the Cenation leader, who was undoubtedly ready for a fast-paced and competitive contest.

The WWE Universe was firmly in Cena?s corner as soon as the match got underway and Sandow was visibly frustrated with an early grapple that gave ?The Bastion of Bravery? his first test with the 10-time WWE Champion. The Cenation leader kept Sandow on the defensive, frustrating the scholarly Superstar to the point of walking away from the match. Cena had other plans and chased after his opponent, throwing him back into the ring and mounting an impressive offense.

Sandow managed to turn the tables with a powerful kick to the sternum that sent Cena reeling. The young competitor wisely kept the pressure on the Cenation leader, building momentum against his experienced opponent. With the contest swinging in his favor, Sandow used the opportunity to show off the impressive in-ring skills he learned from the legendary Killer Kowalski. The Intellectual Savior was relentless in his efforts ? each time Cena tried to fight back, Sandow managed to keep him at bay.

?The Duke of Decency? kept his momentum until colliding with his opponent in the middle of the ring. As the two ring warriors struggled to their feet, they exchanged blows ? going toe-to-toe in the center of the squared circle. Though Cena got the better of the interchange, Sandow impressively managed to keep his hopes alive, tangling his opponent in the ropes.

With Cena struggling to break free from the rope, Sandow delivered punishing punches and kicks ? though he took plenty of time to taunt Cena and the WWE Universe. As The Intellectual Savior of the Masses goaded the audience, Cena broke free and tackled his adversary. The Cenation leader was fired up as the excitement in the Century Link Center built, but Sandow regained control by tossing Cena into the steel steps.

Once again in control of the match, Sandow displayed his confidence by taunting Cena. Giving the 10-time WWE Champion a chance to catch his breath was foolish on Sandow?s part as Cena built momentum and prepared to deliver an Attitude Adjustment. Yet once more, ?The Czar of Sophistication? showed his own resilience and countered, seemingly keeping the contest in his favor.

As Sandow continued his attempt to secure the biggest win of his career, Cena overpowered him, tossed him face first to the mat and applied the STF. The Intellectual Savior of the Masses immediately tapped out, giving Cena a hard-fought victory and allowing the Cenation leader to focus once more on Dolph Ziggler.

Opposition cries foul as Egypt constitution finalized

CAIRO (Reuters) - An Islamist-led assembly was expected to finalize a new constitution on Friday aimed at transforming Egypt and paving the way for an end to a crisis which erupted when President Mohamed Mursi gave himself sweeping new powers last week.

Mursi said his decree halting court challenges to his decisions, which provoked protests and violence from Egyptians fearing a new dictator was emerging less than two years after they ousted Hosni Mubarak, was "for an exceptional stage".

"It will end as soon as the people vote on a constitution," he told state television on Thursday night. "There is no place for dictatorship."

The assembly was expected to finish approving the draft constitution on Friday, allowing a referendum to be held as soon as mid-December on a text the Islamists say reflects Egypt's new freedoms.

Mursi's critics argue it is an attempt to rush through a draft they say has been hijacked by the Muslim Brotherhood, which backed Mursi for president in June elections, and its allies.

But officials from the Brotherhood's party changed the venue and said they would avoid Tahrir Square, where a sit-in by the president's opponents entered an eighth day on Friday.

Seeking to calm protesters, Mursi said he welcomed opposition but it should not divide Egyptians and there was no place for violence. "I am very happy that Egypt has real political opposition," he said.

He stressed the need to attract investors and tourists to Egypt, where the crisis threatens to derail some early signs of an economic recovery after two years of turmoil. Egypt's benchmark stock index fell on Thursday to a 20-week-month low.

"MAY GOD BLESS US"

An alliance of Egyptian opposition groups pledged to keep up protests and said broader civil disobedience was possible to fight what it described as an attempt to "kidnap Egypt from its people".

Eleven Egyptian newspapers plan not to publish on Tuesday in protest at Mursi's decree, one reported. Al-Masry Al-Youm also said three privately owned satellite channels would not broadcast on Wednesday in protest.

The plebiscite is a gamble based on the Islamists' belief that they can mobilize voters again after winning all elections held since Mubarak was overthrown in February 2011.

"May God bless us on this day," Hossam el-Gheriyani, the speaker of the constituent assembly, told members at the start of the session to vote on each of the 234 articles in the draft, which will go to Mursi for approval and then to the plebiscite.

The legitimacy of the constitutional assembly has been called into question by a series of court cases demanding its dissolution. Its standing has also suffered from the withdrawal of members including church representatives of the Christian minority and liberals.

The Brotherhood argues that approval of the constitution in a referendum would bury all arguments about both the legality of the assembly and the text it has written in the last six months.

Mursi is expected to approve the adopted draft at the weekend.

The president can declare war with parliament's approval, but only after consulting a national defense council with a heavy military and security membership, effectively giving the army a say. That element was not in the old constitution, used when Egypt was ruled by ex-military men.

Northern California Flood Threat Now Through Weekend

Bay Area commuters struggled through driving rain on Wednesday morning, surprised not at its appearance, which had been forecasted, but at its intensity. The National Weather Service in Sacramento issued a flood watch for Northern California on Tuesday, as the Bay Area enjoyed sunny skies followed by a fine moonlit evening. A weather system comprised of a series of powerful rainstorms is forecasted to last through the weekend.

Buckets of water periodically spilled onto pedestrians from bulging shop awnings and from the tops of bus stop shelters in San Francisco, and swirling gullies appeared around drains blocked with autumn leaves, creating ankle-deep puddles impossible to avoid. Drivers faced their own set of challenges. A burst of sunshine appeared by noon in downtown San Francisco, but the five-day forecast calls for significantly more rainfall.

While Northern California typically enjoys some of the nation's most enviable weather, local residents are aware of the adage regarding California's four seasons: earthquake, fire, flood, and drought. Flooding is one of the most common natural disasters in the United States, according to FEMA. We are all under heightened awareness in the wake of Hurricane Sandy's widespread and severe damage in October 2012.

Drivers are advised to prepare for longer journey times at reduced speed due to necessary precautions on wet road surfaces and to avoid low-lying areas. Under windy conditions, drivers are reminded to be alert to falling tree branches and debris and cross winds on exposed routes and bridges.

Both pedestrians and drivers are reminded to avoid walking through moving water, as a few inches of moving water can prompt a fall. If you must walk in water, look for where the water is not moving, and use a branch or a stick to check the depth, as well as whether the ground is firm ahead of you.

Home preparation advice calls for inspecting drains and gutters to clear leaves, checking seals on windows and doors, lowering water levels in outdoor pools and clearing filters, and keeping your heating system inspections up to date. FEMA advises putting together and maintaining an emergency supply kit, including canned foods and a manual opener, non-perishable food and camping cooking equipment, a good supply of drinking water, any essential medicines, flashlights, candles and a lighter, a battery-operated radio, fresh batteries of various sizes, and a first-aid kit.

The flood watch is issued across a wide region from the Oregon border to coastal San Diego County, with high surf advisories and wind advisories into interiors across California and into Nevada. Wind gusts are forecasted to reach as high as 70 mph in coastal areas.

North Korea joke slips over China's Great Firewall

BEIJING (AP) ? How did a spoof article about North Korean dictator Kim Jong Un being the sexiest man alive end up as a real news item in China? Turns out it was a case of telephone, or Chinese whispers, in the digital age.

Hong Kong media picked up the piece by U.S. satirical website The Onion a week ago while explaining to readers in Chinese that it was a farce. But from there, it jumped over the Great Firewall and landed into the official, irony-free Chinese media.

When Hong Kong's Phoenix TV website, ifeng.com, ran its story on its fashion channel on Nov. 21, the story's second paragraph clearly stated: "The Onion is a satirical news organization."

But, when state-run Yangtse.com picked up the Phoenix piece a few hours later, it had morphed into straight news. The piece never mentioned that the original was a joke, instead plucking comical reader comments attached to the Phoenix story and running those.

"A man with so much fat on the face, and the double chin, and the excessively white skin. And they call him the sexiest. They do deserve the name Onion. I can't help but shed sad tears."

The editor cited for the story, Yang Fang, could not immediately be reached ? and two employees who answered the phone at the Nanjing media outlet said Wednesday they weren't even sure if Yang still worked there.

Five days after the Yangste piece, Beijing's Guangming Daily website took the story for a spin, trimming its length and citing Yangtse.com as its source. The Guangming piece was still online Wednesday and the story's editor told The Associated Press that she had not realized it was a joke until the AP called.

The editor, Wang Miaomiao, said she wasn't worried about the gaffe.

"Even if it was satire, the report itself was true. The content is not made up. Also, we have to go through a procedure to take something down from the website," Wang said. "In addition, it is not a fabricated report, and it does not jeopardize society."

The story next made it to the flagship paper of the Communist Party, the People's Daily, on Tuesday along with a significant upgrade: a 55-photo slideshow of Kim. An editor at the People's Daily website who refused to give his name said the story was picked up from the Guangming Daily site, running on three channels in Chinese and English.

Upon realizing it was a spoof, the People's Daily decided to take down their versions on Wednesday. But not before The Onion updated their original piece with a link to the People's Daily and a shout-out: "For more coverage on The Onion's Sexiest Man Alive 2012, Kim Jong-Un, please visit our friends at the People's Daily in China, a proud Communist subsidiary of The Onion, Inc."

"Exemplary reportage, comrades," The Onion wrote.

It is not the first time China's heavily censored media have fallen for a fictional report by the just-for-laughs The Onion.

In 2002, the Beijing Evening News, one of the capital's biggest tabloids at the time, published as news the fictional account that the U.S. Congress wanted a new building and that it might leave Washington. The Onion article was a spoof of the way sports teams threaten to leave cities in order to get new stadiums.

Jeremy Goldkorn, director of Danwei.com, a firm that researches Chinese media and Internet, said that one of the peculiarities of the Chinese news business is that stories can be freely shared by any other media outlet in their entirety, or edited, as long as the original source is credited somewhere on the page.

"It does mean that stuff gets circulated a lot more widely because you don't have intellectual property restrictions on articles that you would in the U.S. for example," he said. "So when you mix that up with this culture of no fact-checking and not really having a news editor whose main job is seeking truth, then what you get is The Onion being taken seriously in the People's Daily."

Using biomarkers from prehistoric human feces to track settlement and agriculture

Using biomarkers from prehistoric human feces to track settlement and agriculture

Tuesday, November 27, 2012

For researchers who study Earth's past environment, disentangling the effects of climate change from those related to human activities is a major challenge, but now University of Massachusetts Amherst geoscientists have used a biomarker from human feces in a completely new way to establish the first human presence, the arrival of grazing animals and human population dynamics in a landscape.

Doctoral student Robert D'Anjou and his advisor Raymond Bradley, director of the Climate System Research Center at UMass Amherst, with UMass colleagues Nick Balascio and David Finkelstein, describe their findings in the current online edition of Proceedings of the National Academy of Sciences.

"We are really excited about how well this method worked," D'Anjou says. "Without even knowing it, early settlers were recording their history for us, and in the most unlikely of ways, in their poop. The prehistoric settlers and their livestock pooped and their feces washed into the lake, which over time left a record of trace amounts of specific molecules that are only produced in the intestines of higher mammals. When you find these molecules at certain concentrations and in specific ratios, it provides an unmistakable indicator that people were living in the area."

Bradley adds, "This approach opens the door to other studies, where the presence of humans is uncertain; we believe it has great potential for much wider applications in archaeology."

D'Anjou carried out the work just north of the Arctic Circle, at Lake Liland in the Lofoten Islands in northern Norway, where humans were thought to have lived in prehistoric settlements from the early Iron Age through the Viking period. They extracted two sediment cores from the lake bottom and used radiocarbon measurements and the presence of volcanic ash from Iceland to establish their chronology. The sediments provided a continuous record extending back roughly 7,000 years.

Paleoclimatologists have long used markers in lakebed sediments, such as charcoal from humans' fires and pollen from cultivated plants, as a natural archive of environmental changes to estimate when humans first began having an impact. But these indirect indicators must be used with care when reconstructing the history of a place because it's not always clear that they indicate human activity in the same area.

By contrast, the presence of a molecular biomarker directly linked to humans, one transmitted through their bowel movements, offers "a strong human signal," as the authors put it, one that can be dated with "excellent chronological control." D'Anjou and colleagues extracted the compound coprostanol, a molecular marker formed from the digestion of cholesterol in the human gut, from the sediment, plus other sterols characteristic of other mammals to estimate the presence of sheep and cattle. From these, they were able to produce a long-term record of the presence and relative population size of humans extending back over thousands of years at the site.

In addition, the geoscientists used two other molecular markers to reconstruct the vegetation history: relative length of carbon molecules found in leaf waxes (different in forest and grassland), and pyrolytic polycyclic aromatic hydrocarbons (PAH) as evidence of fire in the Lake Liland area. They say that taken together, the sediment cores, vegetation changes and fire records clearly define a pre-settlement period with no detectable human activity in the lake's water catchment area from about 7,300 to 2,250 years ago.

At that point, however, changes in the background state appear in the record, marking an "abrupt shift" to significantly increased levels of pyrolytic PAH first, followed by increased human fecal material. This likely indicates that as people moved in, they first cleared the land by burning before establishing a permanent settlement, the researchers say. "This interpretation is bolstered," they add, by the leaf wax record that shows a "marked transition to a more grassland-dominated landscape beginning at this time."

After the initial influx of people to the region, D'Anjou and colleagues say the record shows a lull in human activity from about 2,040 to 1,900 years ago, reflected in all markers. After this, the human and livestock populations steadily increased to a local maximum around the year 500, based on the fecal record, then fell again to a second minimum around the year 850.

The climate scientists note a further decline in human activity and population to another minimum at about AD 1750 that coincided with the highest relative grassland cover for the entire 7,300-year history. Findings related to human activity over the past 7,300 years in northern Norway correlate well with other climate reconstructions, in particular summer temperature patterns indicating poor vs. fruitful growing seasons. This shows that the early settlers were vulnerable to small changes in summer temperature at this far northern location.

Overall, the authors say, the new fecal markers are likely to prove valuable in many other places, to distinguish natural from human factors that influenced the environment in the past.

Life?s a pitch: Researchers study sights and sounds of sales pitching

ScienceDaily (Nov. 26, 2012) ? Before ShamWow and the Pocket Fisherman, fast-talking, carnival-style barkers took to the streets to sell their merchandise with elaborate sales routines.

The dying art of market sales pitching is being preserved by two professors who have studied it for a decade. Trevor Pinch, professor of sociology and of science and technology studies at Cornell University, and Colin Clark of the University of Aberdeen, Scotland, have launched "Life's a Pitch!..And Then You'd Buy," an academic website and exhibit capturing the sights and sounds of British market pitchers between 1984 and 1994.

"When we commenced our research project, we quickly realized we had stumbled upon a bunch of spellbinding orators and patter-merchants who employed a highly sophisticated form of grass-roots marketing rarely found in academic textbooks," said Pinch. "We knew there was something very special in their knowledge, awareness and understanding of human behavior."

When collecting data for the study, Pinch and Clark often employed two video cameras -- one focused on the pitcher selling his or her goods, and the other on the audience. The recordings allowed them to closely examine -- moment-by-moment, word-by-word and gesture-by-gesture -- the pitchers' verbal and nonverbal selling skills, as well as the behavior of the shoppers in their audiences.

"Their very close proximity to their potential customers often meant that, in order to sell successfully, they had to develop an extraordinary sensitivity to the smallest changes in the behavior of the shoppers that gathered at their stalls," said Clark.

To accomplish this, pitchers use several colorfully named techniques. These include "pulling the edge" (getting the crowd to stop and listen), "ramping" (making a cheap item seem to be worth more) and "the bat" (lowering the price in increments so that it seems like a bargain).

When the professors revisited the same market locations in 2012, they found that the pitching -- with its roots going back well before medieval times -- had all but died out. Now they're attempting to preserve the art form with their exhibit, which is on display until Dec. 8 at the Kings College Conference Centre at the University of Aberdeen.

Statement by President Serzh Sargsyan at the joint press conference with the President of Lebanon Michel Suleiman

?

?Dear Mr. President,
Ladies and Gentlemen,

I once again express my thanks to President Suleiman for the invitation to visit the friendly Lebanon and warm welcome extended to the delegation of Armenia. Last year, at the 20th anniversary of Armenia?s independence, we had the honor to host the President of Lebanon in Armenia. This year, the President of the Republic of Armenia is conducting an official visit to Lebanon; the regularity of these visits speaks about the high-level dialogue established between our two countries, high-level relations of our two countries, and the desire to further deepen these relations.

Moments ago, we held productive negotiations with President Suleiman: we have discussed opportunities of engaging new areas in the Armenian-Lebanese cooperation, exchanged views on the international, particularly, Middle East and South Caucasus developments. We have also reiterated that our relations are based on good will, mutual trust and respect.

This year is special, since we mark the twentieth anniversary of the establishment of diplomatic relations. We have noted with satisfaction that the interparliamentary, cultural, educational and scientific ties have been established, signed were over three dozens of documents, whose number will be augmented during this visit, or to be more precise, has already been augmented by two.

We have agreed to use every opportunity to boost our bilateral economic cooperation. We are glad that in the recent period presence of Lebanon in our economy has become more visible.

I have told President Suleiman about the importance we attach to the cooperation with Lebanon on the international arena. In forming its positions, Armenia takes into consideration pan-Arabic interests and interests of Lebanon in particular.

We are deeply concerned with the situation in Syria and with the fate of the Armenians living there. At the gravest time in our history, the people of Syria had heartily received hundred of thousands of the Armenians, and their pain is our pain.

Armenia has always expressed the viewpoint that the bloodshed must stop. We are against the use of force and violence, and not only in Syria. It is impossible to reach a durable resolution without cessation of all clashes from all sides or without a comprehensive political dialogue, which will take into consideration interests of all Syrians. Armenia welcomes the mission of the Special Envoy of the UN Secretary General and Arab League, Mr. Lakhdar Brahimi, aimed at the stabilization of the internal situation and establishment of peace.

Please be assured that if the mentioned above initiatives are called to life, there will be peace in Syria and in the nearest future it will be possible to implement democratic reforms which will reflect the collective will and aspirations of all segments of the Syrian people.

We have also spoken about the NK conflict resolution. We have reiterated that in the South Caucasus, Armenia continues to conduct a policy aimed at the establishment of peace and stability in the region. We rule out any possibility of the use of force and remain true to our commitment to solve the problem through the negotiations with the mediation of the OSCE Minsk Group. Unfortunately, the neighboring Azerbaijan rejects every proposal of the Minsk Group aimed at the confidence building and continues an unprecedented accumulation of weapons, preparing its people for a new war. It is gaudily proved by pardon extended to the murderer Safarov by the President of Azerbaijan and his glorification. It constitutes the continuation of the murder, conducted on ethnic grounds, and presents a telling example of xenophobia and racism.

The Armenians and Lebanese have always stood out for their love for peace. Today too, we have concurred with President Suleiman that changes which reflect the will of the people should be implemented through peaceful means, without use of force, without victims, without terrorism. We learned with great sorrow the news of a terrorist act in Beirut on October 19 and did not hesitate to condemn such a repulsive act which, we hope, will not shatter peace in Lebanon. Present situation in the Middle East is tightly linked to the security of Armenia. We are deeply interested in a speedy resolution of the existing problems and are ready to assist the process within the limits of our capabilities.

In conclusion, I wish that the historical procession of our brotherly nations will be incessant and upward. Let peace, justice and optimism be our constant companions.?

Rebels patrol in Congo city as deadline passes

GOMA, Congo (AP) ? Rebels widely believed to be backed by Rwanda and Uganda held their positions in this key eastern Congolese city that they seized last week, letting a midnight deadline for their withdrawal expire in the early hours of Tuesday.

Trucks loaded with fighters belonging to the eight-month-old M23 rebel group patrolled the empty streets of this regional capital, as the ultimatum issued by the regional bloc representing nations in the Great Lakes region of Central Africa came to an end. Earlier in the day, the rebels announced that they plan to move their headquarters to this city of 1 million later this week, another sign that they do not intend to respect the demands of mediators.

For the first time since the fall of Goma eight days ago, the Congolese government acknowledged that it had entered talks with the rebels who handed Congo's military its most humiliating defeat since Goma was last overrun by fighters nearly a decade ago. The two sides were meeting in Kampala, the capital of neighboring Uganda. On Monday, the head of the M23 rebels confirmed that he was en route to Uganda to join in the negotiations.

"We are still waiting to hear about the outcome of the meetings in Kampala. We should receive a document about it tomorrow. The president (of the M23) came back this evening. But given that we do not know what is asked of us we did not move out of our positions," said Bertrand Bisimwa, spokesman for M23's political branch.

As the deadline loomed, the Congolese military appeared to be regrouping in the town of Minova, 60 kilometers (36 miles) to the south, but they appeared disorganized and not in position to launch an immediate assault on Goma. It has left residents on tenterhooks, worrying that they will be caught in the crossfire between rebel and government forces.

Congolese Prime Minister Augustin Matata Ponyo confirmed that President Joseph Kabila had met in recent days with the rebels in Kampala. He said that the government is leaning toward "the avenue of dialogue and peace," suggesting that it is unlikely that the military will try to take Goma by force if the ultimatum is not respected.

"Any action to take back the city of Goma by force will without doubt result in enormous human loss," said Matata Ponyo in a telephone interview with The Associated Press on Monday. "President Kabila is giving priority to the road that will lead to the least loss," he said. But he added: "I think (the rebels) will abide by it (the ultimatum)."

The deadline was issued by the International Conference for the Great Lakes Region on Saturday and gave the M23 rebels two days to retreat to 20 kilometers (12 miles) outside of Goma. It expired at midnight on Monday night.

The regional group is attempting to negotiate an end to the fighting, but it did not threaten any consequences if the rebels don't depart. Uganda and Rwanda belong to the group and they are hardly neutral. Both countries back the rebels, according to a U.N. report released last week, and they would be unlikely to go to war with M23 over the seizure of Goma.

Residents fear that if the Congo army attempts to regain Goma, there will be bitter fighting.

"I am worried the fighting will come back to Goma soon if the army attacks again. Last week, we were so scared. I don't want to go through that again," said Amani Zaliwa, a Goma resident.

In the hours before the midnight ultimatum, armed M23 rebels could be seen driving slowly in a Land Cruiser past United Nations troops stationed at traffic circles in downtown Goma. Others carried out foot patrols on the main arteries. The U.N., which has hundreds of peacekeeping troops stationed in Goma, did little to halt the rebels' advance into the city a week ago, saying that the U.N. mandate did not allow them to engage the fighters.

Tens of thousands of Congolese have fled to refugee camps for safety. Aid organizations struggled to provide them with food and supplies. When a rainstorm hit the Munguna-3 camp, about 7 miles (11 kilometers) south of Goma, children held out their hands to catch the water and drink it. They were quickly imitated by adults.

M23 is made up of hundreds of soldiers who deserted the Congolese army in April. The rebels accuse Congo's government of failing to honor the terms of a 2009 peace deal that incorporated them into the national army.

Matata Ponyo said that the Congolese president agreed to meet with the rebels in order to hear their demands and in a good faith effort to avoid bloodshed. In the early months of the rebellion, the M23 said that the Congolese government had not paid them well, and had discriminated against people from the Tutsi ethnicity, which makes up the bulk of their ranks. A U.N. report released last week, however, said that the rebels were backed by Rwanda, and to a lesser extent Uganda, and most likely were fighting for a greater share of Congo's mineral riches.

Matata Ponyo said that things like greater pay are on the table, but Congo's territorial integrity is off limits.

"These are borders that were drawn in Berlin in 1885. More than 100 years have passed ? no. It's not negotiable," he said.

Success Ladder ? Should You Take Out a Payday Loan?

Let?s face it: times are tough. The powers that be may have announced that the credit crunch is behind us but many people are still feeing the pinch. With prices rising ? even for everyday expenses such as grocery shopping ? many people are finding that the uneasy pause before the next paycheck gets a little more uneasy every time. We?ve all seen the advertisements for payday loans, very short-term loans designed to bridge the gap before payday. Are they ever a good idea?

Shortfall

It?s not unusual to find oneself struggling at the end of the month, particularly if some unexpected expense has reared its head. It?s particularly difficult to cope financially if your credit isn?t in good shape. Many of us have struggled to keep a good credit rating during these uncertain times, as rising costs and tighter credit limits make meeting existing obligations increasingly difficult. You can have a weak credit rating even if you?ve never had a loan or a credit card; this means that as far as credit card companies and banks are concerned, you?re an unknown quantity. Not everyone can simply stroll into their friendly high-street bank and get an overdraft or sign up for a shiny new credit card.

Standard financial advice holds that one should try ?taking a second job? or ?selling items you no longer need?. If neither option is available to you, however, what can you do? On paper, short-term loans of this type tend to be more expensive than conventional loans or credit cards. They can save you money, however, if the alternative is paying hefty bank charges or late fees. If you have pressing but temporary financial needs, a payday loan could be the answer.

Short Term

Although they have something of a poor reputation amongst conventional lenders, payday loans are a lifeline for countless people who would otherwise find themselves in serious financial difficulties. The most important thing to remember is that a payday loan is designed to be a short-term measure and you need to be ready to pay it back in the agreed time period.

For this reason, it?s important only to borrow the minimum that you need and to be certain that you?ll be able to pay everything back comfortably; ?comfortably? means ?in line with your current spending patterns?. Making yourself a hostage to fortune by devising a plan that involves a major change in your habits ? giving up smoking or making some other dramatic change ? can get you into hot water.

Solution

Before you agree to a loan, look carefully at the small print. Be absolutely certain of the amount you?ll need to pay back, how often you?ll need to make payments and how big each payment will be. You also need to go over your financial incomings and outgoings to make sure you?ll be able to pay off your loan. If you miss the deadline and your payday loan is ?rolled over? into a new loan, you could end up paying more than you bargained for.

If you follow these tips, a payday loan can be a convenient and simple solution to a temporary financial problem.

Doha set to host UN climate talks

Some 17,000 participants are due to attend the latest round of UN climate talks later in Qatar's capital, Doha.

Over the next two weeks they will be negotiating a new global deal on climate, but there are ongoing tensions between rich and poor countries.

The choice of venue has surprised many, as oil-rich Qatar has some of the highest per capita emissions of carbon dioxide (CO2) in the world.

A central divisive issue relates to the problem of "hot air" carbon permits.

The derisory term refers to attempts by some wealthy countries to carry over unused carbon permits so they can be offset against future cuts.

Developing nations say this is unfair and reduces the value of any commitment to reduce CO2.

Fault lines

  • Ambition: A growing sense among developing nations that richer countries are not aiming high enough in cutting carbon
  • Money: Lack of clarity about where the money to help poorer nations to adapt will come from
  • Disengagement: Major emitters including the United States, Canada, Russia and Japan say they will not take on new carbon targets under an extension of the Kyoto Protocol

Negotiators attending the 18th Conference of the Parties (COP18) of the United Nations Framework Convention on Climate Change have been piecing together a new approach since the failure of talks in Copenhagen in 2009.

In Doha, though, some hard facts have to be faced, says the BBC's environment correspondent, Matt McGrath.

A financial fund to help poorer countries runs out at the end of this year, as does the first commitment period of Kyoto Protocol, that legally binds around 30 richer countries to cutting carbon emissions.

In Doha, developing nations want to see new money and a new commitment to cutting CO2 by the better-off.

Some participants are worried that, as a result of their dependence on fossil fuels for their revenues, the Qataris may not push the talks in the right direction, adds our correspondent.

6 Tips on Marketing Your Online Content | Jeffbullas's Blog

Content marketing is a simple phrase. It involves just two key elements.Content Marketing

?Content? which can be articles, videos and images in all their various multi-media formats.

?Marketing? which means taking that content and letting the online world knows it exists. In essence it is implementing strategies and tactics of making your ideas spread.

Marketing your content though is a challenge in a world where there are over 2 billion internet users who are bombarded with emails, streams of tweets and banner ads.

The process of content marketing involves the creation of material that is informative but is also written on a perspective which shows your business in a positive light. Good content marketing will create interest in your business, attracting traffic to your website and hopefully, sales or conversations as well.

Great content will position your business as a thought leader in its industry and it will also educate, inform, entertain and inspire.

There are many ways of doing content marketing but not all methods yield the positive results! Here are six tips to get you started on marketing your own content:

Tip 1: Drip feed your content

There is a tendency to create too much content, unleash it on the Internet and then expect it to carry traction throughout the year but this isn?t always a good idea. News and current events change all the time which means your target audience may not be searching for the same things as they were searching for two or three months ago. Publish content consistently and persistently making your sure the content you produce has some relevancy to current events and what your target audience may be interested in at the present time.

Tip 2: Monitor old content

Use Analytics and visitor level call tracking software to monitor your content. Once you find out what types of articles seem to be the most effect, you will have a better idea as to what types of content your target audience are interested in. The success of your content will be measured in many ways but broadly speaking, an article that produces a high level of the following would be considered good content:

  • High Traffic
  • Prompts interest and enquiries
  • Generates sales

Tip 3: Make use of social media

Once your content has been published, the main objective is to get as many people to see view it who may be interested in your business and leveraging social media is an excellent place to start in order to achieve this. Posting content on your social media accounts will bring your content to those following your social media accounts. If these people like your content, they may choose to share it with their followers and a snowball effect is created which may possibly result in your content going viral!

In addition to this, we already know that Google uses social media signals when deciding your positions in the search results so an article that gets a good number of ?Likes?, shares, comments, tweets, +1s is likely to improve your search engine positions as well.

Tip 4: Aim for quality not quantity

Hundreds, if not thousands of pieces of content are created every day. A web surfer is spoilt for choice when it comes to choosing content to read. Creating an interesting title will definitely be effective in getting a user to click on your article rather than the next person?s article but a poorly written, uninteresting article will just get scanned and then discarded. This means no social love and definitely no enquiries or sales.

Find out what your target audience are interested in and create high quality, engaging, thought provoking content that they would be interested in. no doubt in the time needed to create one high quality article, you could?ve possibly created two, or maybe three low quality articles but that one high quality article will prove more beneficial than three lower quality ones.

Tip 5: Incorporate the right amount of SEO

Your article needs to be able to turn up in search engine?results pages (the holy grail is to be on page one at the top of the page) and then by having the right headline and description attract the right people. To do this, you should include some relevant keywords into your article but don?t overdo it. Adding too many keywords may result in the article losing its readability factor. As a general rule you should always add keywords but the article should be written for a human, not a search engine.

Tip 6: Inform rather than sell

People receive sales pitches all the time, be it in the electrical store, through the post, a popup advert on the Internet or whilst passing a billboard. They?ve become very good at noticing a blatant attempt to make them purchase something which is why all marketing articles should aim to inform rather than sell a product. Provide genuinely useful information on a topic which would allow you to mention your product or service along with some of its merits. A well written article will make the reader come to a conclusion without sounding like a sales pitch.

At the centre of any content marketing strategy is the creation of high quality content. Once high quality content has been created, it needs to be promoted and monitored using web analytics and call tracking solutions. Do this and you will well on your way to having a successful content marketing strategy.
